Remember Obama's Civilian Security Force campaign promise?

Does it seem odd that there has been no mention of the Civilian Security Force that Obama promised near the end of his 2008 campaign? What is the purpose of this force? Who is to man this force? What's the status of this force? Does it exist? Are people being trained and equipped? No answers here, just questions.
